4C Associates and Axiom have announced a new strategic partnership designed to help organisations accelerate digital procurement transformation. Together, the two companies will support organisations across the full transformation journey, from technology strategy and solution selection through to implementation, integration, change management and ongoing optimisation.

4C Associates is a UK-headquartered global procurement, commercial, supply chain and operations consultancy working with public and private sector organisations. Axiom is a single integrated platform delivering tail spend automation, the low-value, low-impact purchases not strategically managed, integrating requirements across different spend segments through a proprietary procurement control centre and supplier content hub.

The partnership targets Chief Procurement Officers, digital transformation leaders, finance directors and enterprise technology leaders undertaking source-to-pay modernisation programmes. By combining independent transformation expertise with the Tail Spend solution, the two firms aim to bridge the gap between strategy and execution, reducing implementation risk, accelerating technology adoption and improving compliance.

Joe Gibson, Associate Partner at 4C, said: "Successful procurement transformation is about more than implementing technology. It's about creating buying experiences that people actually want to use. Our partnership with Axiom brings together best-in-class procurement consulting and an intuitive Tail Spend platform, enabling organisations to accelerate digital transformation, increase adoption and deliver measurable business value." Alistair Cane, Chief Revenue Officer at Axiom, added: "Our technology layer integrates autonomous sourcing, a self-regulating Autonomic Marketplace, along with agentic-powered automation of the long tail to empower the 4C-powered transformation strategy."

The structural driver is the persistent gap between procurement strategy and execution, where tail spend accounts for roughly a fifth of total procurement expenditure yet remains chronically under-managed by traditional systems, pushing consultancies to pair advisory expertise directly with automation platforms rather than delivering strategy alone.

For the sector, this reflects growing demand for integrated delivery models that combine independent procurement consulting with purpose-built automation technology, as organisations seek measurable adoption and governance outcomes rather than standalone technology deployments.
